Android 17 is a very similar character to his "sister," Android 18. It could be argued that 17 is a bit more mischievous than 18, having been the one to suggest most of their sinister acts after being introduced to the series. To him, the world is his playground, stealing cars when he could more quickly fly anywhere, and destroying entire cities for the fun of it.
Android 17 is an android built by Dr. Gero to kill Goku. He rebelled against his creator and killed him.
