I turn on subtitles for every game I play, thought it sort of killed some of the better lines in Bastion, as I had read them before they were spoken. 
 
As for your question, yes, the narrator should be subtitled.

yup. turned them on. the thing here (i live in germany) is that they are poorly translated and have A LOT of typos. some things are even completely wrong. they translated critical chance and critical damage both with kritische chance (which is critcal chance). so you got your machete and one of the upgrades says "100% critical chance". of course i'm getting that. :S

There ARE items that give 100% critical chance.... 
 
There's that one spirit that sets Crit Chance to 100% while you're under 33% of health. 
 
The others you're probably thinking of are Machete upgrades. The left tree alternates between +100% Crit DAMAGE and +20% Crit CHANCE.

I play all my games with a Turtle Beaches headset so no subtitles for me. It would have ruined it.

yeah, i know. but the machete says on one upgrade level 15% crit chance on the left and 100% crit chance on the right i think. it really wasn't translated right. also a lot of the specific world / item names are handled very poorly in the translation.
