    In the ign review, the reviewer mentioned it was cool running into him. I never saw him anyone know where he is?

    He has a "cameo" much in the way that other villians have, but Ra's Al Gul is by far the best and most awesome one.

    there is a body in the morgue that is tagged as ras al gul.
     
    come back to the morgue after you beat ivy and the body is gone

    It's only gone if you solved the riddle before the end of the game btw.

    @AgentJ: You can find Catwoman's mask and claws in a display case in Arkham Mansion. Between the main hall and the area with the huge chandelier.
