I've only found the initial body and can't seem to find anymore. Are they just lying around? Should I have finished that case before the end game where there aren't any more Tyger guards to radio in sightings anymore?

they are in set spots you just need to hunt for them, you have to get to ground level when looking for them it will make it much easier.

Use detective vision and look for a blue body lying on the ground, and that will most likely be it.
