I'm pretty sure SarahMay (the community manager for BAC) said on Twitter it will be available for purchase later on. I tried to locate that specific tweet, but I couldn't. Anyway, it's the logical way to go. They will eventually bundle all the pre-order bonus for download and charge you for them.
I would put money on it coming out as Dlc at a later date. The only thing that didn't come out as DLC after BM:AA was the PS3 exclusive Joker stuff, which was probably partly funnded by Sony.
Rocksteady said that robin will be available in the retail copy preorder or finished game. Also they said the batman skins (batman beyond, DKR, Earth one, tc) will be available for everyone at a later date (probably dlc). If I remember right the joker DLC was free for PS3.
Ugh. All of this sounds like a god damn mess. I am getting the game new but after release date. As long I can S rank without any DLC, I'm a happy camper.
