    This game is known as Xin Qigai Wangzi in China, which translates into The New The Prince and the Pauper.  It was originally released in 1996 and then was translated and was available for sale on May, 22 2006 for $40US.  The game works on all models of the Genesis and the Nomad system, however it does not work with a Sega 32x or Sega CD attached. It also does not work with hybrid CD systems such as the Multi-Mega CD.
