It's a location in that it's, well, the Black Mesa Research Facility is a location, and it's a concept because Black Mesa itself it's a company/organization. Like SHINRA is an organization. Additionally the Aperture Science Enrichment Center and Aperture Science itself would be separate location and concept pages.
