A pretty bad port, but for 4$, it's kinda hard to say no, if you haven't played it yet. Such a fun game.
I bought it and it seems fine to me. It's locked at 30 fps but I'm sure a quick google search will find a way around that. It works great with a 360 controller too. Why do you think it's a bad port?

Even on the Xbox, the scholarship edition wasn't well made. It was rather buggy. And yeah that framerate lock, the fact that they didn't even try to get it work well with a keyboard (I like using the controller myself, but not everyone has that). It was just kinda sloppy and rushed, which is par for the course for Rockstar PC ports.
