Capitol Hill is an educational software title published by The Software Toolworks in 1993. The game sees the player take on the role of a freshman Congressman and begins with the swearing in ceremony in the US Capitol building and the selection of your office in the Rayburn Office Building. The player interacts with a PDA-like interface, going through "Orientation," visiting and working in "Your Office," or taking the "Capitol Tour." Players can also engage in a dice and trivia game called "Power Play" to try to become Speaker of the House.
Orientation
Orientation provides a basic overview of the composition of the US House of Representatives, the US Senate, and the rules by which each chamber operates.
Your Office
After selecting an office, the player spends a majority of his or her working time in this location. Players are able to view a blue-print like layout of their office space, use their desk phone to check messages, review budgetary information, contact other Congressmen, review their schedule, or review information on upcoming votes. Players are summoned to the House chamber for votes via a gavel icon.
