Cleon was originally a member of a different gang known as The Destroyers, alongside his friend Vermin. He became second-in-command to their leader, Virgil, who betrayed him and Vermin because he grew paranoid that they were plotting against him. After defecting from the group, Cleon and Vermin started their own gang called The Warriors.
After recruiting more members and building up a heavy reputation, Cleon and The Warriors are invited to attend an important meeting held by the most powerful gang in all of New York City, The Gramercy Riffs. The leader of the Riffs, Cyrus, is assassinated during the event while giving his speech and Cleon is falsely accused of being the culprit.
