Culture Brain USA was established in Los Angeles in May, 1988, then moved to Redmond, Washington (the home of Nintendo's North American HQ) soon afterward.
The company was responsible for the unique reworking of Culture Brain games that they thought would help them appeal to English-speaking players. Most of their games didn't sell all that well.
By the time Culture Brain moved on to the Nintendo 64 with Flying Dragon in 1998, it was published in America by Natsume, and Culture Brain USA is never mentioned again.
