I agree. While the character may not be that original (Twin Peaks) he is very entertaining. I also think the voice acting in Deadly Premonition is very good for a budget game, and that really helps bring his character to life.
Francis York Morgan is nearly as good as Dale Cooper so yes, it's easily one of the best characters in the world videogames. Maybe Guybrush would beat him though, maybe...
Saying that somebody is the best video game character is pretty much saying "this turd is the best turd".
I really don't disagree with the OP, but when the best examples of better characters people have to throw out are Solid Snake and fucking Mario, it's not hard for anyone to come in and be king of shit hill.
dude...having just watched BR-10, I no longer know what to make of York. I mean, I knew he was mildly crazy from the beginning, but that dinner scene? He talks about the murder and rape cases so nonchalantly, it's just bizarre. Seriously, damn...
As odd as it is, York is actually one of the most well developed characters in games. It's not saying a lot, he wouldn't have a lot of depth for a movie character, and he'd do pretty good on TV, but he fuckin' SHINES in this medium.
What I also like is how distinct they made his tastes without them being actually random, as in his like for certain films. It's not just a random grabbag of 80s flicks, he's got a decent reason for liking most of them, and they kinda fit with each other.

I don't think you need to make qualifications for York. I've seen a lot of movies, watched a lot of shows, and played a lot of games, and he still rises to the top as one of the greatest. Maybe not as nuanced as a serious film character like Charles Kane or Travis Bickle, but just as compelling. I cannot tell you how sad I am having beaten the game and experienced all that there is of the amazing York.
