Except they patched out "You're Winner," and they made it so that now your opponents actually move...they just stop moving right before the finish line; so now there's just the most epic form of rubber-banding in history.

Hell yes, but it can be so enthusiastic about being godawful, that it entertains bystanders. A lot of these mid-90ies FMV titles come to my mind, like Phantasmagoria 2, Ripper, Terror TRAX, Johnny Mnemonic etc.
The story in Urban Chaos: Riot Response was patently ridiculous though, kind of like a modern Red Dawn. Terrorists in hockey masks that use cleavers, molotovs, and occasionally actual guns were a pretty cool enemy, but you simply can't suspend your disbelief in such a ridiculous scenario. Then again, that company did go on to make Arkham Asylum...
I remember back in the Xbox days there was a series called Conflict. There were several titles and were by no means AAA but if you started the games chances are you played them to the end. My favorite one was Conflict Vietnam! Hoss, Doc, Ragman and Junior were awesome!.
