    I have fully upgrade two weapons but still no achievement

    All I can think of is to make sure you really do have all the needed upgrades for those particular weapons.  You need differing amounts of upgrades for the different weapons, and make sure you have any of the non-stat related upgrades(silencer, target leading, etc.).  I got the gun nut achievement by maxing the tranq rifle, which requires 3 reload speed upgrades and the target leading thing.   You can see what upgrades are needed for the weapons when you examine them in your inventory.
