I've already played through this on 360 and I desperately want to play on PC but I don't know how well it's going to run. Here are my specs.

Intel Dual Core 2.2Ghz
I know I meet the minimum requirements. Does this mean I'll have to drop the graphics down to low or something?

Yeah, you're definitely not going to be running the game in all of its visual splendor. Graphics or no, however, it's a great game and you should go and pick it up.
You can also just download the demo for Mass Effect 2 and find out for yourself. They're basically the same requirements.
You can run it OK just fiddle with the settings a bit. I'd suggest a lower resolution to start. You upgrade to something a lot better for $50 or less.

I think you will have alot of slowdowns, that videocard is trash. Maybe you should replace it, your cpu is going to cause bottlenecks. Think slowdowns all the time unless you turn down some of the settings.
All the cards you posted aren't really useful for gaming at all. I say start here and work your way up. Pc gaming isn't something you get just because you want to buy a $50 gpu. It cost a bit of money, something you should invest in so you don't waste money because your probally going to be dissapointed and upgrade again. The 9800GT is just a 8800GT, rebranded, you probally want a smaller card incase it won't fit in your case. The 9800GT and the hd4850 should be your minium.
The thing about video cards is that "low-end" cards in a series (e.g. GeForce 9400 in the GeForce 9xxx series, HD 4350 in the HD 4xxx series, GT 210 in the GT 2xx series, etc.) are underpowered. They're usually not worth it unless one is on a restrictive budget, or only using the PC for low-end games and home theater.

Keep in mind that prices may or may not have fluctuated a little since the article was written, and you may also find more expensive cards that would end up costing the same or less than lesser cards after MIRs (if you take those seriously, anyway). Check it out, and look around for whatever card fits within your budget.
