Before I go out and pre-order, I was curious as to what the actual difference is between the two. Any actual in-game changes or just physical extras like maps?

As far as i know you get the arcade game.
I'm not sure about any content.

You mean the pub games? I think you get that with the original Fable 2 pre-order aswell.

Yes,  it includes "The Hall of the Dead" Dungeon, "The Wreckager" Legendary Cutlass Weapon and Otherworldly Bonus. You also get the arcade game with either preorder in which you can win items for in-game. But, the LE is awesome IMO. Already preordered it off of Amazon. Hobbe figurine, Tarot type cards, bonus DVD, and the content.

Hah, well I guess I'll go for the Legendary edition then (I meant to say Legendary at first, not collector's), it sounds to me like it's worth it.

I think the speical edition just has behind the scenes content.

That's not bad at all to be honest.
Games are expensive as they are, might as well get the best one while you can .

The otherworldly bonus is actually Master Chief themed armor. it looks hilarious.
