    If I downloaded the free versions of the Fable 2 DLC packs can I upgrade to premium without having to re-download a 400MB file?

    Yes. The free and premium packs contain the same data. The only difference is that you can access the data in Single Player only if you payed for the premium pack. When you upgrade the game will unlock the rest of the data that you already have.
