Why the hell can't you RUN in this game? It takes you forever to walk somewhere.

You can run. In fact, you usually run.

You're only forced to walk if you're carrying too much weight.

Default movement is running. Encumbered movement is walking. As Lies here said.

Jayge is right. You run normally, and only walk when you're carrying too much equipment.

AKA... DROP SOME WEIGHT!!! combine (repair) the same guns at all times, this improves their quality and drops weight.  Also works with Armor.  Don't pick up garbage  you dont need... be wise about your inventory and you shouldnt have a problem... oh and fast travel.

Also, unless you really want to delude yourself with the idea you're playing a First-Person Shooter, put away your fucking gun.  You'll run a tad faster.
