I don't want to be spoilery but I strongly encourage everyone to visit Vault 11. I had to rest for a moment and stare at the wall after I finished exploring it.
It was completely disturbing.

Ok, SPOILERS
So, first you walk in and there's this tape and you pick it up and there's like 4 or five people talking.
They know something, something suspicious and they are not happy about it.
Then, someone says, "So, are we gonna do it?" and everyone agrees., "Yes, yes..."
Suddenly, this one guy speaks up and exclaims something like "No! No I don't think this is a good idea..." and then you hear blam, blam, blam, blam!
I'll make a note to visit it next time I play New Vegas.

As you continue your exploration of the vault, you notice that there's hundreds of election campaign posters for Overseer everywhere.
Dead bodies are strewn about and you are led to believe that an inner vault battle has occurred.
You pick up more information and soon discover a note or something that says that elections will no longer be acceptable and there will be a random lottery for the next Overseer...
and that's as far as I'm going.

Wow, that was really neat. At first I didn't think it was anything special, but the walk down the bright hallway and the video were really neat. I was especially freaked out when the video went completely black after the narrator finished, the doors on either side slowly opened, and I got decimated.
This is the only vault in the game that I liked, the others are decent but there isn't more lore in those vaults. Plus the sacrificial chamber caught me off-guard and I barely escaped that part.

Yeah I loved this bit...this is why I think this game will be better remebered in time. There are so many interesting examples of story telling all over the world which you can only really experience on a 100 hour plus playthrough which reviewers don't have time for.
