    I've unlocked a bunch of weapons (I think the last group included the Dragunov) and for some reason the guy isn't there anymore and hasn't been there for a while.  Do you have to get into the second act before you can unlock more weapons or is there something else I need to do?

    Yeah, eventually you'll need to wait until you get to Act 2 to actually unlock all of the weapons missions.
