It is, plus her voice actor also did Liara from the Mass Effect series

Yeah, same voice actress.

It's weird really. I hate her voice in the Mass Effect games, but I really do like the way Lightning sounds.

I agree, the first game she had such a soothing and sexy voice, but in the second she sounded like a bitchy old hag to me.
