How exactly (or briefly) does one program an API for the iPhone/iTouch? Do you like, need a certain program or whatever to do so? Does it cost money? Again, sorry if this is a stupid question.

Check out the Apple Developer Connection for information on developing for the iPhone.
There's an iPhone Developer Program that costs $99, but I'm not sure if you have to join that or not.
