The guys in the bombcast mentioned this...  And I don't think it's true.  I had Super Mario Bros: All stars for the Snes, and I have...  other versions, around now, and I cannot figure out how to do it.  It's not even in the cheats section of Gamefaqs 
 
Ryan in specific mentioned being able to get Kurbrioh's shoe with it...  If you could do that, I would have already.

i know what you mean , i had no idea what they were on about , surely if you could scroll through costumes that would make the game a complete breeze to go through. I've never heard of what they were on about and ive searched google and found nothing either. 
 
Maybe it was in the GBA version of Mario Bros 3

 SELECT your suit - SMAS
(Note that this code may or may not work on your game. It is a leftover debugging code that works in some cartridges.)
In any level, simply press Select to change Mario's power. Just keep pressing Select until you get the power or suit you want; you can even get the Hammer Suit! To toggle Kuribo's Shoe, hold either Y, X, B, or A, then press Select.
