I think he mentioned MusicBrainz and foobar2000. Depends a little on what you want to do, MusicBrainz hooks up to an online database and tries to atuomatically identify and tag tracks, whereas foobar can rename and tag files in bulk using simple scripts and filters you set up.

MusicBrainz' tagger is called Picard, you can get it here: https://picard.musicbrainz.org/

If you have any questions on using it, join us in #musicbrainz on freenode irc! (I used to be a developer on the musicbrainz database/server).
