This might be more of an omission than a bug, but I can't see why it shouldn't work. So you know how the drop-down ToC on wiki pages has links to all the sections, with unique URLs for each? Like this:

That works when navigating to the URL from a different page, but when I link the same URL within the actual page, it doesn't do anything when clicked. Example (in the second paragraph, "death threat" is linked to a different section) - I've checked with Chrome 39.0, Firefox 31.0, and IE 11.0
I couldn't find any mention of this problem, at least not recently. Bit hard to search for.
EDIT: Well now the "navigate to URL from a different page" method magically doesn't work for me anymore. But it was working, and it should be.
