Blinking curser line

I'm using a laptop and whenever I visit Giantbomb I use the arrow keys to scroll the pages up or down. For some unusual reason not only do the keys bypass scrolling it rather bumps the pages up and down. I'm seeing a blinking cursor that I've never seen before on various area's of the website as well. Could this be my computer acting up or is the website itself acting funny?

Something's feeding the Keyboard's Key Buffer the wrong commands. It could be a driver issue or it could be a virus, it could also just be a glitch. It's hard to say with such little information. It's definately a software problem though.
