The reason they do this is because ArenaNet as a company and the GW franchise have a lot of really passionate people/developers/artists behind it and as a result, a really strong fan-base.
ANet knows how to cater to the community, because MMOs live and die by how good of a community a game has.
Plus, when a game comes along that tries to change things up a bit, and actually succeeds in doing so, it's a pretty big thing for the gaming industry. It's when real progress is made, even tho in small increments. Getting rid of the holy trinity (self-heal, no healer role, weapon switching mid-combat, adaptive combat), introducing a living word with dynamic events and world events, making an action/skill based combat system, eSports worthy structured tournament PvP, huge server vs. server vs. server castle sieges, and packing it all up into this beautiful hand-painted art style ArenaNet is famous for; it doesn't happen a lot these days. Usually you get served with one generic console title after another, with (thank god) some cool indie games in between.
