No it's not. Lookalike means they look alike but aren't always an exact representation of the branded item. In-Game Controller should delineate by referring to exact representations of actual branded hardware.

To me it seems that Lookalike can be any controller in a game, usually not a specific one to avoid problems in later ports maybe. Used as world clutter.
Where as in game controller is something you interact with to interact with something in game. ie maybe your playing a first person game, pick up a controller in game then push left on real analogue and see in game analogue move left probably in service of playing a minigame or something. Could also be used in loading screend to show how to play games, or map controlls.
