As far as I can tell, this is just a free Source mod. It was established somewhere that fan mods for existing games (or in this cause, game engines, I guess) don't get their own pages. Pretty straightforward.

Can someone point me toward this mod rule? I'm not sure I've heard of it before.

I personally don't see any problem with total conversion mods being on the site. They are (most of the time) different enough from their base game to count as a new game, and some (like Pirates, Vikings and Knights II) are even better than most commercial games.
I agree that we shouldn't allow every game modification to have it's own page, but it's hard to define a rule set to prevent this. I would say both Pirates, Vikings & Knights II and Zombie Master ought to exist on Giant Bomb, but "smaller" mods such as new game modes for Quake multiplayer or texture packs for Doom ought not to.
