Manny Pardo. He's got thick skin, and the only detective suave and clever enough in Miami to catch that terrible criminal, the Miami Mutilator.
Edit: We allowed to mention characters from games we have not played a lot of personally (unfortunately, I've only played about 2 hours tops of BB at a friends place). In the case, Gehrman. "Tonight, Gehrman joins the hunt" is more than enough to get him up there.

The Bloody Baron. We could all name characters who are cool, or say fun, quotable stuff, but goddamn, the Bloody Baron was an actual character, with a complex personality, emotions, an actual character arc.
For my cool, fun, quotable pick, Bart, also from the Witcher 3. Turdy Dump.
EDIT: Almost forgot to give shoutouts to main man Kotal. Best MK character in terms of actually having a personality, with motivations that aren't just "I gotta stop the bad/good guy".

Johnny. Yes, he's one of the better characters for sure. And the highlight of his day is to take a dump in the morning, I can relate.
That little blue guy that got his voice stolen in the Witcher 3 was pretty cool.

I can see Chloe being a very important character for sure. The story gives her a lot of room to be developed. I also like Chloe, I never once found her annoying. Chloe was exasperating in the same way a friend can be exasperating...but you would never leave them.

Personally, I'd say:
I don't know if Flowey would count, then. He was in the Undertale demo that came out in 2013. The none of those other characters were in it though (the demo showed from the start of the game up to you leaving the ruins)
I've only played about 2-3 games that came out this year, but, thankfully, one of them was Contradiction. It's a close split between Jenks and Paul Rand. Both of those guys just chew through scenery like no one's business. Turing from Read Only Memories is a close second.
As for the games I 'watched,' I'd go for Chloe Price from Life Is Strange, mainly because she's played by Ashley Burch, who's quickly becoming a favorite VA of mine. I like Gortys from Tales from the Borderlands, but not as much as 'basically everyone.' That game's story works as an ensemble cast, and Gortys just happens to be a great addition to it.

I saw both the endings from his quest line. Dam.. There has never been a character in a video game that i have felt so many different emotions toward.
