What do you consider the best DLC's are? map packs, song packs, expansions, arcade games, any DLC to come out EVER. I quite frankly think Geometry Wars, Halo 2 Blastacular and Maptacular, and Gears 1 Hidden Fronts
Best DLCs EVER
Burnout Paradise and Fallout 3 are the obvious ones I guess... more specifically, Big Surf, Point Lookout and Broken Steel. Haven't played the Fallout DLC yet (PS3 guy here) but I hear its pretty awesome and Big Surf Island was fantastic.
I think so far, the highest quality DLC was GTAIV: The Lost and Damned. Assuming that those DLCs are not substitutes for a new Vice City and a new San Andreas, I really don't mind spending the 20 bucks for them.
Map packs are great but I've honestly never paid to download one.
The songs released for music games are awesome in that they're cheap, regularly released, and slightly numerable.
ALL Rock Band DLC is amazing. Besides that though, the Burnout Paradise stuff and Shivering Isles for Oblivion were top-notch.
DLC is an evil term, being abused by many companies. The only DLC that got it right was GTA 4, THATS worth something, not this half-ass, last minute, junk, Especially Japan, man they love to sell you a game, then charge you for everything on it.
Free DLC is good too, even if the quality's poor, it's free.
All the post launch content Valve releases. Team Fortress 2 is a perfect example of this.

All Rock Band DLC is awesome like JJWeatherman said.
Then umm the Halo 3 maps are really good...plus you have to get them to play the game so why not buy them.
As for arcade, I'd say King of Fighters 98, Sonic 1, 2, and 3, SFII HD Remix, Worms 1 and 2, Castlevania: SOTN...there's more but I can't think of them right now.
Nothing really extended the life of a game like The Shivering Isles did.
I'm really glad rock band added the Oasis song packs and also the Stone Roses song love spreads. That was a bit of a shocker. I've been a fan since 95 of them so anyways. So it's either that or the Fallout 3 DLC broken steel. I came back to the game after a long time off, and after all the bugs had been worked out. So I was free to make a judgement upon the actual gameplay without the pain.

Ive played all the fallout DLC, and Broken Steel and Point Lookout were the best.

GTA IV: The Lost and Damned - one helluva expansion to an already amazing game
Fallout 3: Broken Steel - Raised the level cap, added some cool weapons and enemies and heralded the return of Liberty Prime
Point Lookout - I have yet to play it, but every video I have seen, as well as word of mouth, has made this game sound like a great piece of DLC that makes Fallout proud. I will check it out soon.
Rock Band: Moving Pictures was a great album to be made into DLC, and I also enjoyed Pearl Jam's Ten return a lot as well. Many other songs are also worth noting ("Blue Sky", "More Than A Feeling")
Fallout 3 And Burnout For its active "pretty decent" downloadble content.
But the single best DLC ever out there is got to be the upcoming gears 2 dark corners.

Many other songs are also worth noting ("Blue Sky", "More Than A Feeling") "Megadeth's Peace Sells...But Who's Buying and Stevie Ray Vaughan's Texas Flood are also some really great albums on Rock Band.

Oblivion's Shivering Isles, and GTA4's Lost and Damned, more like expansion packs than anything else.
The Burnout Paradise DLC has been amazing so far, with the Bikes pack being free and lots of continued support and patches. DLC done right, though it has an ass backwards way of forcing you to download the updates (having to go into your system folder to clean out anything before v.1.9). Big Surf Island rocked, even though it had some odd pricing.
The Fallout 3 stuff I'm just now getting into, but I've really enjoyed Operation Achorage so far.
