I was wondering if anyone had any opinions as to what they thought the best game on Steam was for under $15 USD. Speaking in terms of quality of the game and overall value, does anyone have any suggestions?
In my opinion, I would probably go with Half Life, Max Payne, Sid Meier's Pirates!, and Tom Clancy's Splinter Cell: Chaos Theory

Is S.T.A.L.K.E.R: Shadow of Chernobyl still cheap? If so get that for sure. Next up, probably Braid.

They got a handy little button for all games under $10 off and $5 off now under where their weekend/weekly deals are now. So I would check that out if you still can't decide.
Half-Life, but you'd be best served getting that game in one of the many, many bundles it comes in. However, I believe that buying Half-Life also nets you both of its expansion packs for free as well, these days, which makes the value all the sweeter. Also, that would net you any of the free mods available for it online, and there are many quality ones.
Plants vs Zombies is pretty cool if you like Tower Defense Games.
But I would still would recommend X-Com(One of the best Turn Based strategy games ever made, and my personal favorite game of all time.) And Deus Ex. One of the first(?) RPG/FPS hybrids that many consider to be the best game of all time. Right there, you got two epic games. $15.
Edit: Regarding buying the original Half Life. It would be best to wait for Black Mesa Source. A complete remake of the original Half Life with the Source engine(HL2.)
Plants vs Zombies is pretty cool if you like Tower Defense Games.The game definitely takes tower defense in a slightly different direction though. I want to add that because I initially thought the game would be dumb because there are already so many excellent tower defense games out there. It's different enough to check out if you're a fan of tower defense and have already played a lot of different TD games.

"Yeah I bought Half Life, along with all the expansions and Portal (awesome awesome awesome game) in a bundle a while back.
