I have to go for Tales of Vesperia myself. I just bought it on Games on Demand, and I'm having a great time with it! It's like an interactive anime, and it kinda reminds me of Castle in the Sky, which is the only anime film I can remember to have liked. Aside from being a beautiful game the gameplay is pure awesome, it's so refreshing to play a game that is so  decisively old school in so many ways. It's wierd how we have come to point that it's the games that to things the old way that end up being innovative, but that's another discussion.

Naruto Ultimate Ninja Storm 2 is a good one. Also Eternal Sonata,  Valkyria Chronicles and Okami.

Ultimate Ninja Storm 2 was going to be my answer. Man that game looks gorgeous. Bonus props for Eternal Sonata, Tales of Vesperia, and Wind Waker from me (never played Valkyria or Okami, though they look nice from videos and screenshots.)

Wow I forgot about that. Yeah, Jet Set Radio was a hell of a great looking game. It had an amazing soundtrack too.

Windwaker takes it by a mile, but I'll remind people Zone of the Enders 2 was cell shaded. Cus robots are cool.

There was also a game for the original Xbox and PS2 called Robotech: Battlecry and it's been a long time since I played it but I can remember it looking nice.

I might be wrong here, but I think the guys at Gearbox are really pushing the fact that Borderlands isn't cell shaded. But I see why you would say it is, and so would I to be frank.

If there's a bad looking cel-shaded game, I haven't seen it. But Prince of Persia in particular is beautiful.

This pretty much. Cell shaded games usually look like rubbish.

Also, was windwaker actually cellshaded? I don't think it was....

Nartuo on the 360 I found to be the best looking cell shaded stuff. The cyber2conect Ion PS3 I found more jaggy on it's edges.

I love The Wind Waker and all, but Eternal Sonata is absolutely fucking beautiful. Also just for the record, it's Cel Shading, not Cell Shading.

EDIT: Oh god, I can't believe I forgot Killer7. If there's anything more beautiful than this, I haven't seen it.

+1 for Valkyria Chronicles. I don't like anime (it's for jerks) but that was a great game to experience, even though they preferred to call it "canvas shading" or some such rubbish. Why is everyone afraid of cel shading?

Best looking?  Probably Prince of Persia.  That game had some amazing environments.

 

Best cel shaded game all around?  Probably Borderlands or Wind Waker (though I'm only going off what I've seen of Wind Waker as I have never been much of a Zelda fan).
