I think most of the names in RES Operation Raccoon City were fitting and awesome (Beltway, Party Girl, Dee-Ay, Tweed, Willow)
Basch von Rosenberg from FF XII was also a great name.
Ermac, Noob Saibot, Baraka, Sub-Zero and a lot of other mortal kombat names.
Apophis, Devastation, Szalor, Torgr, Sapphire, Selket (Unreal Championship 2 The Liandri Conflict)
Really hard to focus on just one, too many cool names.
He's flat, he's monochromatic, and he has an ampersand in his surname.
Royce Glas is a pretty badass name. George Stobbart, just because of how ordinary a name it is, in a medium filled to the brim with lovably dumb character names. Harry Mason is another for that reason. Frank West because of how it's (intentionally) the most American name ever.
Garcia Hotspur is naturally another solid as well. Ermmm... Bryan Fury is a brilliant fighting game character name too, as is Paul Phoenix.
Oh, and Funky Student.
Leisure Suit Larry 7 had a character named Xqwzts. There were many jokes regarding the fact that his name is unpronounceable. I also thought that Lester Knight Chaykin was a cool name. It seems like most of you have already mentioned the best ones.

I also think the Mortal Kombat has some pearl character names with Sub Zero, Sonja Blade, etc.
Actually the corny 'Action Movie' pun type names get me every time.

Sam Gideon
and Poo. One thing you can't say is that Japan can't come up with some american ass names.

A number of those are names of characters developed by western studios that were published by Japanese companies. :P
Well I'd have to say either Toejam & Earl or Earthworm Jim. Those are both pretty amazing.
