i think saints row 2 tries to bring a bit of a nice "retarded" twist on gta (not saying thats bad by all means).  i haven't played it but the way you shape the very world around you in fable 2 is amazing, the story is pretty much an afterthought

Saints Row 2 hands down.  Tons to do.  Awesome cut scenes.  Fable 2 was really underwhelming in all departments...

I really liked the original Fable, but GTASA was awesome...

I have both and this is a hard choice. It comes down to what you are in the mood for:
 If you want an open world crime game (which also has online co-op) than pick up SR2.
On the other hand if you want a solid action RPG you can go with Fable. Another great game.
SR2 will definitely last you longer if you try to get 100% completion.
