Can you transfer 360 game saves with a USB flash drive?

So for lack of better words, my launch 360 (Pro) has been acting...janky. Now I know that I can request a data transfer kit from Microsoft but I was also wondering if it was possible to transfer game saves over to another 360 as long as it's on the same Live account with a USB flash drive? Anyone know or have experience with doing this.
 
And yes I the pre-requisite googling and the like but wasn't able to find a solid answer.
