Yeah, Punch Out!! is the first one that comes to mind, there are other games released before based on 80s and early 90s action movies though I don't know if that really counts because the likeness only went so far as including them in the box art.
The earliest game on our Celebrity Tie-in concept page is Chuck Norris Superkicks. It also lists 102 games with celebrity appearances, so there are your lots of examples. Was it necessary to say PS3 sucks? How about saying "He left that and went onto something else" "
And was this post necessary at all? There have been celebrity appearances in games LONG before Halo, and this is something pretty much anybody should know. Wing Commander had celebrity appearances, as did about half of the Star Wars games in existence.
Patrick Stewart was in Elder Scrolls: Oblivion and Forgotten Realms: Demon Stone. Dana Plato (Different Strokes) was in Sega CD's Night Trap And Journey was (sort of) in their arcade game.
But this is the reason why developers started using professionals to voice act in games.
