Having only recently come across this strange collection of words, I have to say it makes me laugh, but only in certain circumstances.
Hearing Jared Rea say it on the Bombcast a while back, I could see it's potential. I have no idea about the general type of people who use this phrase (they may indeed be douchebags, I don't know), but here's my guide to using the phrase GET HYPE! in polite company.
1. Yell it.
2. Make an angry face while yelling it.
3. When you yell it, do it suddenly - enough to make people jump.
4. Preferably maintain you angry persona for 6-8 seconds following the utterance of the phrase. Like a fine aftertaste, it works best when people around you believe that you may just have some sort of chemical imbalance or anger issues.
Try it out for yourself. Next time you are wheeling your mouse along some video game news site and you see some headline that excites you, bust it out.
Example:
"Ho, hum....Infinity Ward patching MW2...Super Streetfighter IV delayed a bit...blah, blah,blah...huh? Ubisoft announce Imagine: Babysitter 2? GET HYPE! GET HYPE! GET FUCKING HYPE FOR BABYSITTER! YEAH!"
Correct usage of the phrase 'Get Hype!'
I could never get myself to say "GET HYPE!" since it feels incomplete to me.
But I like hearing it once in a while from someone worth listening to that's for sure.
But not all the time, and it doesn't sound as funny when people type it.
Just looks like a pre-school typo :(
Although, I must say that there are some situations where "GET HYPE" simply does not suffice. For times when the hype is too much to contain to a verbal outburst, there is the always appreciated "LETS GO." There's no need to inform those around you where you wish for them to move towards, only that you shout it as loudly and as incoherently as possible while throwing your arms without care for anyone's well being, including your own.
It is not uncommon for "LETS GO" to be preceded by a chorus of "Oh my god," "OH MYYYYY GOD," and "AWWWWWLLLMAAAHGAWWWWWWD."

GET HYPE! LET'S GO! OH MY GOD!
It seems you are correct, a nice balance of incoherent madness.

I think Jared uses it in response to the new DSiware release schedule.
