Well first of all Flash CS4 is the latest one. And Flash is basically the best program to animate with for amateurs. You have a huge community of people who use it and it's not that hard to get into. The interface is simple but the possibilities are endless. Also you're probably gonna get better answers if you ask at flash communities such as Newgrounds.
