Game with the best headshot animations and graphics

In a game with a gun, you want it to have awesome headshot animations and graphics to reward you for shooting someone in the head. I personally think that Fallout 3 has the best headshots out of any video game, what do you think?

I personally think that Fallout 3 has the best headshots I have ever seen in a videogame. It actually depicts what would happen if you put a shotgun to someones head and pulled the trigger.

Their entire body explodes? They melt into a pile of incandescent goo? Nvm, that's still awesome. Vote for fallout 3.

I like the mixture of canned animation and ragdoll physics Reach has. It's fun to make dudes do floppy backflips, even if it isn't the most realistic result of lodging a bullet in someone's head.

Always satisfying when blowing a head off in slow motion in Fallout 3.

Bulletstorm sniper rifle was pretty nice

Band of Brothers Hells Highway had a pretty good headshot as well

Slightly off topic (although I haven't played the game and the game itself looks crappy) while watching the quick look for The cartel I was actually pretty impressed at the blood spray on the way after punching the guys in the face.

TF2, because those are actually animations.

In terms of "heads blowing up", I find Fallout 3 and Gears of Wars to be the most satisfying, although the effect of F3 is sort of diminished because of how easy it is to blow somebody's head off. Happens in practically every fight I get in.

None of the above. The Witcher 2: Assassin of Kings and Crysis 2(post Dx 11 & HiRes pack).

edit: Oops... I misunderstood headshot. I thought you meant facial animations not bullets to the head.

Turok 2's Cerebral Bore

I think this is really creepy, but maybe I'm just nuts. 

Resident Evil 4 still has the most satisfying head shots if you ask me.

Borderlands

I would say Splinter Cell: Conviction. The way their heads kind of snap back after the bullet lands is really awesome.

Fallout 3 definitely.

The original FEAR on the PC also I love shooting off  the torso's in the game.

Gonna have to say gears. So satisfying.

Out of the choices given, probably Fallout, because I'm playing through New Vegas at the moment, though my favorite right now is probably Shadows of the Damned. I find it pretty satisfying to pull off a headshot in that game.

tf2 is the only one of the choices i’ve played, but i really liked what xiii did for headshots.

killzone 3 was a bad game but the shooting animations were so great

Why does VATS even have other limbs as an option? Everyone who has ever played Fallout 3 always targets the head.

Bad Company 2.  Some of the headshot animations are so satisfying.
 
Though, Fallout is pretty amazing sometimes...
 
Edit:  There are games with better headshots, but out of the list those are my choices.
