GTA:IV was created in Scotland UK?

Yep. Rockstar North, formerly DMA design are the development house behind the GTA series. They also developed lemmings back in the day. Ah lemmings. That was one great game.

Quite a few big titles are developed in the UK, but usually for foreign publishers.  In '08, GTAIV, Burnout Paradise, Fable 2 and Little Big Planet all came out of the UK.
