It seems plausible that something like this could happen, but even though it isn't that significant, it is pretty funny that the Wall Street Journal could make a mistake like this.

First thing on the wikipedia page is Internet Protocol. Interesting.It's possible this failure is due to an editor. Maybe the writer always typed IP and the editor wanted it to be spelled out. Unfortunately the editor just looked it up and didn't know wtf. That'd be my guess.
