Has E. Honda been improved?

I used him a lot in HD Remix, but I find him a bit more difficult to use in 4. Most against fireballs, of course. Has he been changed at all in Super? Can his light or EX sumo headbutt go through fireballs?

Apparntly his light hb can go though fireballs.

The best buff would have been taking him out of the game. Fuck Honda.

None of Honda's headbutts go throw fireballs.  They only got over low fireballs especially low Tiger Shots.
