Metal Gear Solid 4 Question

So where does this game take place? These people that Snake fights like crying wolf and FROGS, what are they. Are they human? I like sci fi games like gears of war, halo , mass effect, would this be similar in someway?

The game takes place in various parts of the world. Middle East, South America, Eastern Europe, etc. Crying Wolf is a cyborg lady inside of a robot wolf that uses a rail gun to snipe people.
