GTA Vice City would be badass but it had too much cutesy stuff like RC planes to be the most badass game ever.

I'd say God of War, or the new Wolverine game is pretty badass based on the characters and violence and all.   If we're talking the game overall, it's probably something like Contra though.  Anything with a screen full of bullets and one hit deaths has to be pretty badass.
