The ones that stick in my mind are:   
 
1. The House of The Dead 2 (Goldman FTW!)
  

  
2. Resident Evil  (Definitely!)
3. Street Fighter (Yes, the very first one) 
4. Dynasty Warriors ("We must be triumphant!") 
5. Syphon Filter (Gabe Logan's performance is just amazing. It's like the voice actor just scroll through the script without thinking of adding emotions)  
6. Valkyrie Profile: Lenneth (Pokemon voice actors doing the Valkyrie Profile game is just...wow!) 
7. Shenmue 
8. The Zelda CD-i games

Operation Winback was pretty terrible. Whether you were: watching your squad mates die in front of you, being fired at from all angles or having an arguement with a terrorist, Jean-Luc always sounded like he was pretty chuffed with the situation and or a complete moron.

Great game though :)

@Psykhophear: The story behind the game is that the casting director for the american actors hired members of his family and relatives instead of real voice actors. This is the result.

Probably not the worst, but I got Dead to Rights: Retribution from gamefly, and the voice acting in it is soooo awkward.  I was sitting in a room playing by myself and I was embarrassed.

Those actors were just people they pulled off the street. The guy that played James was a hella rich businessman. (By this stage in the thread, I think that's how 99% of all voice acting is recorded -- random people from the phone book phoning it in.)
