Need advice on buying/building a new PC/Laptop! Help me out!

What I need is just a better laptop then what I have now.
 
I have an Asus X83V ( Intel(R) Core(TM)2 Duo CPU T6400 @ 2.00GHz , 4.00 GB ram, vista, geforce 9300m gs) 
Right now, this computer can run SC2 pretty well, not beautifully, but pretty well.
Civ 5 looks not-so-good... :(
 
When it comes to amount of money I can spend, eh, not a lot. anything over 700 would be REALLY pushing it.
 
I'm willing to take suggestions on certain laptops/gaming pcs (leaning towards a laptop..) or websites to goto to find a certain deal. 
 Of course, If NewEgg has a great laptop, link it to me! I'll be looking on there today, but I'm not sure what laptops can run Civ 5/SC2 beautifully!

Does it have to be a laptop?  Why not use your current laptop for things you will need a laptop for and get a desktop instead. 
 
Desktops are almost always far better for gaming then a laptop unless you go very high end, and you will get more bang for your buck with a desktop PC.  You can build a pretty decent PC for $700 these days.

was leaning towards a laptop because I don't have a monitor. but I might actually have a placeholder one downstairs...
 
Yup its down there. I wouldnt mind having a desktop PC. I've just never built a PC before, nor would I know what to buy/where to buy it.
 
Is there any website that shows what a great setup would be for sc2? I'm guessing if I can run sc2 well, I'll be able to play Civ 5 the way its ment to be played with clouds. (right now, All i have are grey hexagons.. :()
