That's it. The main antagonists in general aren't particularly memorable. And a lot of the bosses aren't really villains but rather just more powerful regular enemies with little personality. Nemesis doesn't really have a personality either but his implementation in the game is fantastic and easily the most nerve racking when you play the game for the first time (he can open fucking doors!). Saddler, Mendez and Salazar in 4 are ok.

Come on, Wesker is way better with matrix powers. How could you hate a guy who can teleport and catch missiles with his bear hands?
The "big guy" from RE4 -- he has a huge beard.

1. Ramon Salazar
I always liked Brian Irons. His VO was surprisingly well done, in an exaggerated B-movie sort of way -- Alfred Ashford's the same way. I used to be obsessed with Nicholai as a kid, mainly because he was quite possibly my first introduction to the ''evil Russian'' archetype, so his accent and white buzz cut was rather novel.
In terms of the monsters, though, obviously Nemesis takes it, maybe followed by William Birkin or Mr X.
But really in all seriousness,

The most despicable villain of them all.
@fredchuckdave: I sorta liked RE6 and will defend it up to a point, but I would not call it a good game under most circumstances. My point was more that Capcom seemingly doesn't have any idea where it wants to take the franchise. What even defines a Resident Evil game at this point?

The final boss fight of 5 is the only time I've really liked what they were doing story wise, it was amazing.

It does feel like they're letting focus testing guide where that series is going. I mean, maybe they had three distinct visions within Capcom for how to make those 3 campaigns in RE6 (and the 4th one), but it feels way more like they're trying to please all the different groups of people that like RE, even if those groups like it for sometimes mutually exclusive reasons.
