I want to rip the sound effects from some classic Apogee games, like Secret Agent, to use as notification sounds on my phone. How should I go about doing this? Is there any way to record whatever is being sent to the speaker output (rather than putting a microphone up to them and recording the sounds)?

Are you playing the DOS games via an application like DOS-box? If those render sounds via your speaker and you're on Windows 7, some computer builds automatically have this output line called "stereo mix" which is basically a recordable version of what is playing through your speaker.

You should be able to right click the volume control and check your microphone configurations to look for "stereo mix" to enable and find any recording program to record whatever is playing on your speaker.

By the way, nice avatar of SkiFree -- brings me back!

Ctrl+F6 to record audio using Dosbox.
