If this is in the wrong section I'm extremely sorry.
 
I'm having issues with screen tearing. Be it in video games or full screen Quick Look's. Its more noticeable during cut scenes especially when fast movement occurs. Is this a monitor issue, or a computer issue?  Really bad during Silent Hill 3 but I figured that was because I'm on Vista. But even during Borderlands I get the same thing.
 
 

I've updated the drivers. I do not have two monitors. I don't think the CPU is topping out when it plays. I've got a

NVIDIA GeForce GTS 250
AMD Phenom 9600 Quad Core

The monitor is a Gateway and it came with the computer. Says its response is 4ms. Under Device Manger it says Generic PnP Monitor.
 
Can anyone help?

@Barrock: Happened with me for borderlands. 
 
Either way cannot help, I am only knowledgeable with my nVidia card, which IDK if it makes a difference.

You have to turn V-Sync on probably.

I hate screen tearing. 
 
It's a new thing to me, because I don't remember my N64 games having screen tearing.

Yes.  Try that out and see if it works.  Use 3D application means that you are having your game decide if you want V-Sync on or off.  If that does not work try searching through your options in your games and there should be a option under there called either Monitor Refresh Rate or V-Sync.  But I would just force it on.  As I have found for me personally 60 FPS is plenty fast.

Just keep it on 60.  Go to options in game for Antialiasing as that will vary depending on how good your video card is.

Still getting some issues with Quick Looks. Need to restart the computer before I'll notice a difference?
